class="MsoNormal">Mortgage rates for 30-year fixed mortgages declined once again this week after rising to 4.07 the previous week, Zillow.com data shows, with the current rate borrowers were quoted on Zillow Mortgage Marketplace at 3.92 percent, a drop from last week. This is only the second time that the rate has dropped below 4 percent since Aug. 10 and is a return to the lowest rate recorded since Zillow Mortgage Marketplace launched in April 2008. The rate hovered between 3.98 percent and 4.05 percent before diving to the current rate early this morning, Zillow says. boarded the Foreclosure Express Bus early Saturday, ready to hunt for bargains amid South Florida's housing bust. The monthly tours helps investors find, buy and fix up the thousands of bank-owned homes across Broward and Palm Beach counties.</p> <p>&quot;The distressed real estate in California and Florida is the biggest opportunity I've seen in my career,&quot; said Ray List, 67, a former chief executive of public companies and one of eight investors on Saturday's tour.Another investor, John Tuoto, 45, was looking for more foreclosures after completing his first project last week. He bought a three-bedroom home west of Boca Raton for $93,500, spent $20,000 on renovations and resold it for nearly $150,000.</p> <p>With so much money tied up in the home, Tuoto, who works full time for a paint manufacturer, said it was torture waiting the 10 days for a buyer.&quot; It feels like somebody grabs your heart and squeezes it,&quot; he said. Multiple foreclosure bus tours started popping up across the state three years ago, shortly after the foreclosure wave turned into a tsunami.</p> <p>David Dweck, founder of the Boca Real Estate Investment Club and organizer of Saturday's 4 1/2-hour tour, said he's been doing them for 15 years. When the bus pulled up to the first foreclosure, a cream-colored house with tan trim, Dweck walked through the living room, pointing out potential renovations.</p> <p>&quot;Now with this black marble flooring,&quot; he said, &quot;what I would do here is go right over it with tile.&quot; The three-bedroom house near Boca Raton is listed for sale at $93,000, more than many other foreclosures. The profit margin after renovations might not be suitable, Dweck said, adding that the home likely would make an investor more money as a $1,300-a-month rental.</p> <p>If so, Dweck said, whoever buys it shouldn't outfit it with fancy finishes and high-end appliances because tenants don't demand them. Dweck insists that the &quot;buy low, sell high&quot; mantra is a misnomer. He preaches &quot;buy low, sell low&quot; so that investors don't get stuck with properties they can't unload. Naturally, the banks are said to have balked at the offer, probably in belief that the liability release didn&rsquo;t go far enough. Of course, this is a high-profile negotiation, and you never accept the first offer tendered. Some actually believe the language is too broad in favor of the banks, but that could change as negotiations go on.</p> <p>This entire situation is very curious. The housing market, arguably, cannot really move forward until some kind of agreement is reached. But, at the same time, banks cannot be allowed to do whatever they want and get away with it. That would destroy consumer confidence and put banks in the driver&rsquo;s seat for another crisis down the road. Yet if banks are pressed too hard and don&rsquo;t have the liability release they want, they could curtail lending and keep the real estate market in the same position it&rsquo;s currently in &ndash; with an excess of supply but not a lot of buyers.</p> <p>Pressure is mounting on both sides; the public is still engaged in the issue and the share value of the big banks has dropped steadily over the past six months. Foreclosures continue to enter the market and buyers continue to see great values on the table. It&rsquo;s now just a matter of whether or not this mess will be concluded so banks can fund new purchases &ndash; purchases needed to get the real estate market back up and running.</p> <p><a buying opportunities and the once-in-a-lifetime chances to buy terrific properties at significant discounts have been reveling in the market over the past few years as a record number of foreclosures have entered the market and lingered, supported by a growing backlog of foreclosed homes all across the nation.</p> <p class="MsoNormal">For everyone else &ndash; sellers, homeowners, and lenders &ndash; the foreclosure crisis still represents problems that need to be solved.</p> <p class="MsoNormal">One big problem is simply maintaining the neighborhoods beset by massive numbers of foreclosures. Foreclosures can be a blight on a neighborhood simply because the ones that remain vacant have a higher chance of being stripped and ransacked, leaving a shell on the outside.</p> <p class="MsoNormal">There are even health concerns with mosquitoes breeding in pools filled with stagnant water. One major duty of city authorities during the crisis has actually been to drain or treat these pools to keep down mosquito breeding, which can spread harmful diseases or, at the least, annoy nearby residents.</p> <p class="MsoNormal">That&rsquo;s in addition to the overgrown yards, weed-filled gardens, creeping vines, and infestations of rodents and other unwanted pests brought about by long foreclosure processes.</p> <p class="MsoNormal">Bulldozing Homes Left and Right!!</p> <p class="MsoNormal">Sometimes, a city doesn&rsquo;t want to go through the trouble of maintaining hundreds of foreclosures. Instead, more and more cities have turned to bulldozing foreclosures that have been vacant for a while and neglected by both the owner and the lender.</p> <p class="MsoNormal">In Cleveland, for example, a semi-government corporation, the Cuyahoga County Land Bank, struck a deal with several lenders in which the homes would be knocked down if the banks paid for the destruction. This has allowed lenders to rid themselves of dilapidated homes for an average of $5,500 per home, thereby increasing home values in the surrounding neighborhoods.</p> <p class="MsoNormal">Of course, there has to be some way to make buying homes easier or at least keeping homeowners in their home to make regular payments if the foreclosure crisis is to end.</p> <p class="MsoNormal">The Department of Housing and Urban Development just announced that the application process for the Emergency Homeowners&rsquo; Loan Program is now open once again, after ending earlier this year.
